We are seeking a strategic, mission-driven executive with deep nursing and/or physician operations leadership experience to lead comprehensive healthcare services across adult and juvenile correctional facilities. This leader will serve as the operational architect and performance driver for a complex, regulated healthcare environment serving correctional populations.

This role requires a proven healthcare executive who can balance clinical excellence, operational rigor, regulatory compliance, and stakeholder alignment within correctional systems.


The Opportunity

Reporting to senior executive leadership, the Vice President will oversee multi-site correctional health operations, ensuring safe, high-quality, fiscally responsible care delivery across geographically distributed facilities.

You will:

  • Shape and execute a comprehensive strategy to improve healthcare delivery within adult and juvenile correctional systems.

  • Partner with custodial leadership, community stakeholders, hospital systems, and political leaders to assess needs and expand service capabilities.

  • Lead large, interdisciplinary teams across nursing, physician operations, behavioral health, and support services.

  • Drive measurable improvements in quality, cost efficiency, regulatory compliance, and patient outcomes.

This is a highly visible role requiring strong executive presence, operational sophistication, and the ability to lead in a complex healthcare environment.


Key Responsibilities

Strategic & Operational Leadership

  • Assess community and institutional healthcare needs and design service delivery models to meet evolving adult and juvenile correctional healthcare demands.

  • Lead multi-site healthcare operations, ensuring high performance across clinical services, facility management, and support functions.

  • Identify and redesign workflows, care models, staffing structures, and operational processes to improve efficiency and outcomes.

  • Analyze operational performance and provide executive-level weekly, monthly, and annual reporting on productivity, quality, and financial metrics.

Clinical & Program Oversight

  • Ensure high-quality care delivery tailored to vulnerable populations, including juveniles and individuals with mental health needs.

  • Implement and oversee a comprehensive performance improvement program.

  • Collaborate with advisory boards and leadership councils to strengthen service delivery and governance.

Financial & Resource Stewardship

  • Lead development and management of capital, operating, and payroll budgets.

  • Identify and execute cost-savings initiatives without compromising quality.

  • Optimize facility utilization, space planning, capital improvements, renovations, and equipment management.

  • Oversee environmental safety, equipment functionality, and operational readiness across all sites.

Talent & Organizational Leadership

  • Build, develop, and lead high-performing interdisciplinary teams.

  • Recruit, mentor, and retain clinical and operational leaders.

  • Drive a culture of accountability, continuous learning, and professional development.

  • Oversee performance management and workforce planning to maximize team capability and engagement.

Regulatory & Compliance Leadership

  • Ensure full compliance with applicable federal, state, and local regulations.

  • Maintain readiness for accreditation and oversight by regulatory and health plan agencies.

  • Establish and monitor internal controls that promote adherence to legal, clinical, and operational standards.


Ideal Candidate Profile

  • Senior healthcare operations executive with significant nursing and/or physician enterprise leadership experience.

  • Demonstrated success leading multi-site healthcare operations in highly regulated environments (correctional healthcare experience strongly preferred).

  • Strong financial acumen with experience managing complex operating and capital budgets.

  • Proven track record of driving operational excellence, quality improvement, and cost containment.

  • Experience partnering with public-sector stakeholders, custodial leadership, and community organizations.

  • Exceptional leadership presence, communication skills, and ability to influence across diverse constituencies.

  • Deep understanding of regulatory, accreditation, and compliance requirements in healthcare environments.
